Bush Administration criticized for back pedaling on securing clearances
Congressman Barney Frank today issued the following statement on the Bush Administration's proposed changes in security clearance eligibility rules.

"President Bush is breaking yet another promise to protect Gay and Lesbian people from discrimination. While the president publicly promised in the past to uphold Clinton administration executive orders protecting people from discrimination based on sexual orientation, his administration has systematically reversed course on these issues. Recently, the administration decided to revise rules for obtaining security clearances in cases involving sexual misconduct, but these new rules offensively also include sexual orientation in the same policy. Use of the two terms only confuses the issue, as employees' sexual orientation has nothing to do with how they do their jobs. Of course, sexual misconduct can be grounds for denying a security clearance or dismissal-no matter who you are-but the inclusion of sexual orientation in the same policy directive is unnecessary and discriminatory. Members of the GLBT community serve their country with distinction everyday, and the political appointees in the Bush administration should value their service. This policy was not broken, so I see no need to fix it.

"Previously, President Bush's appointee to the Office of Special Counsel, Scott Bloch, refused to enforce a policy that President Bush has publicly proclaimed of protecting federal workers against employment discrimination based on their sexual orientation (a long standing policy that was reaffirmed under the Clinton administration). Mr. Bloch had earlier raised doubts about his willingness to do this, and in testimony last summer before the Senate Homeland Security and Governmental Affairs subcommittee on the federal workforce, he made clear that he planned simply to disregard the President's commitment to fairness in the federal workplace."
