Cuba will consider same-sex civil unions this year

Mariela Castro, niece of revolutionary leader Fidel Castro and daughter of Cuban president Raul Castro, says that Cuba will consider legalizing same-sex civil unions later this year.

She made the remarks to Cuba Si website, an official government news source, on January 17.

A preliminary proposal to modify the country's Family Code is undergoing legal study and is on the legislative schedule for 2012, Mariela said.

'According to the justice minister [Maria Esther Reus] & it is going to be discussed in the assembly, and is on the agenda for 2012,' she said.

She added that she is hopeful the Communist Party will adopt a policy that bars discrimination based on sexual orientation and gender identity at its January 28 national conference.

According to AFP news service, Cuba will consider civil unions but not full marriage equality.

In August last year, a Gay man married a Trans woman in a public ceremony in Havana. That ceremony was conducted with official blessings because the bride is legally a woman.

Mariela heads the National Center for Sex Education (Cenesex), and is an outspoken LGBT rights advocate. She began introducing pro-Gay reforms to Cuba's Communist Party in 2005. Her center has also mounted public campaigns to educate people about Transgender issues.

In September 2010, her uncle Fidel publicly apologized for firing Gays, imprisoning them, and shipping them off to work camps in the countryside in the '60s and early '70s.

In a 1965 interview, Fidel Castro called same-sex attraction a 'deviation' that 'clashes with the concept we have of what a militant Communist must be.' During what Cubans call 'the five gray years' - 1971 to 1976 - many Gay writers and artists were driven into exile abroad.

By 2003, Fidel had changed his mind.

'I'd like to think that discrimination against homosexuals is a problem that is being overcome,' he said in a 2003 interview. 'Old prejudices and narrow-mindedness will increasingly be things of the past.'
