Pro-business PAC takes on Sawant

With less than two weeks to go till Election Day, a newly formed pro-business PAC is gearing up to throw new money into the race against incumbent City Council member Kshama Sawant.

Called 'Neighbors for Banks' - that's Sawant's challenger, Pamela Banks - the PAC was formed by investment broker Bob Ratcliffe and Republican political operative Tom Perry.

The PAC has already raised more than $10,000, from contributors associated with downtown investment firms and real estate companies. It has not yet reported any expenditures.

Ratcliffe, who donated $2,500 to the PAC, is managing director of Creek Capital Management and was a member of the RNC (Republican National Committee). In 2008 he was one of the top fundraisers for presidential candidate John McCain.

Perry is treasurer for Republican Chris Vance's campaign to unseat Democratic Senator Patty Murray in 2016.

Banks has distanced herself from the PAC, and called for an end to independent expenditures in the District 3 race.

'I call on Kshama Sawant to join me in repudiating all Independent Expenditure committees, including those assisting her re-election,' she said in a statement.

However, Banks has benefited the most from independent expenditure campaigns.

In addition to Neighbors for Banks, Banks has the backing of the Washington Restaurant Association Hospitality PAC, the Rental Housing Association PAC, the Seattle Police Officers Guild PAC, and the Consumer Fireworks Safety Association PAC.

Incumbent Kshama Sawant is supported by the 46 Electrical Workers PAC.

PACs are not subject to the $700 donation limit for individual donors. Independent expenditure PACs like Neighbors for Banks may support candidates, but they may not coordinate their activities with the candidates' campaigns.

Among individual donors, Sawant has the lead in the District 3 race, with nearly $400,000 raised from 3,049 donors. Banks has raised $340,000 from 1,201 donors - far fewer than her opponent, but giving more than twice as much money per donor.

'This is, on the one hand, a race about one district in Seattle,' City Council member Mike O'Brien said in a statement endorsing Sawant. 'But this is also a bit of a litmus test. Will a relatively progressive establishment drive our policy or will a group of folks pushing for significant change in the way we do business?

'There's a theme getting pushed about whether [Sawant] is an effective, appropriate leader for the council. Having worked with her on a regular basis, I know she's a very effective leader whose fresh perspective makes the council stronger.'

City Council member Nick Licata, who is not running for reelection, has also endorsed Sawant. The other six Council members have sided with Banks.
