Cyprus passes civil partnerships

The parliament of Cyprus has passed a same-sex civil partnership bill that will allow Gay and Lesbian couples almost all the rights of civil marriage. The vote on the measure was 39-12, with three legislators abstaining.

The new law will apply in the southern two-thirds of the island nation where the legal government of Cyprus has authority. In the northern third of the country, occupied by Turkey since 1974, same-sex relations are illegal and no accommodations are made for same-sex couples.

'ILGA-Europe are very pleased that the bill has finally been approved,' the International LGBTI Association (ILGA) said in a statement. 'We congratulate all the civil society groups, political leaders and allies involved in this lengthy campaign for their persistence and dedication to equality.'

ILGA is a federation of 750 LGBT rights and service organizations.

'Same-sex couples and their families are just as deserving of protection as their heterosexual friends and neighbors. This is not about giving one group 'special rights' but about recognizing the wonderful diversity of families that live in Europe,' said ILGA-Europe Executive Director Evelyne Paradis.

Of the 28 members of the European Union (EU), 12 have legalized same-sex marriage: Belgium, Denmark, Finland (effective in 2017), France, Ireland, Luxembourg, the Netherlands, Portugal, Slovenia (effective date pending), Spain, Sweden, and the United Kingdom (except Northern Ireland).

Civil unions are legal in eight EU countries: Austria, Croatia, Cyprus (effective date pending), the Czech Republic, Estonia (effective in 2016), Germany, Hungary, and Malta. The Greek government has proposed civil partnership legislation, which is still pending in its parliament.

No partnership recognitions exist in seven EU states: Bulgaria, Italy, Latvia, Lithuania, Poland, Romania, and Slovakia.

Non-EU members Norway and Iceland legalized same-sex marriage in 2009 and 2010, respectively. Non-EU member Switzerland legalized registered partnerships in 2007.
